Sam Egwurube II Unveils CIGA, A Strategic Framework for Land Investment in Nigeria's Emerging Corridors, at Inaugural Executive Briefing in Abuja


 As diaspora capital and high-net-worth Nigerian investors increasingly turn to land as a hedge against currency volatility, real estate developer, investor, and author Sam Egwurube II has introduced CIGA: Strategic Land Acquisition Framework, a methodology for evaluating land investment in Nigeria's emerging development corridors. The framework was formally unveiled at an Inaugural Private Executive Briefing held in Abuja, alongside the master plan for The Grove Bwari — A Premier Resort Estate, the project Egwurube uses as the framework's principal case study.

Nigeria's land market has expanded rapidly in recent years, with growth corridors around Lagos, Abuja, and Ogun State recording double-digit annual appreciation as infrastructure projects extend into previously undeveloped areas. That expansion has been accompanied by a persistent challenge industry analysts continue to flag: the difficulty of distinguishing early-stage opportunity from speculative risk, particularly where land title, government interest, and infrastructure timelines are unclear at the point of purchase.

CIGA was developed to address that gap. The framework sets out a structured set of criteria — spanning commercial anchors, infrastructure mapping, government interest, and affordable entry which only applies after title clarity, which Egwurube treats as a non-negotiable prerequisite rather than a secondary consideration — for assessing whether a location is genuinely positioned for growth or merely appears to be. The globally backtested methodology is documented in a full-length book of the same name, which Egwurube describes as the product of years spent studying land acquisition patterns across multiple emerging locations.

"Land investment in emerging locations rewards early positioning, but only when that positioning is informed," Egwurube said at the briefing. "Most of the risk in this market comes from decisions made without a structured way to evaluate what is actually happening on the ground — commercially, infrastructurally, and legally. CIGA exists to close that gap."

The briefing paired the book's release with the unveiling of the master plan for The Grove Bwari, a resort and mixed-use land development in the Bwari Area Council of the Federal Capital Territory. Egwurube uses the project as a working illustration of the framework's criteria in practice, citing its position relative to established institutional anchors, including Veritas University, the Nigerian Law School, and Baze University's Aviation School, as well as its place within a wider corridor of infrastructure activity in the area.

Egwurube develops real estate projects under Number Two Properties a company setup to institionalize his mom's legacy and blueprint in real estate investment which began over 40years ago. 

The briefing was attended by industry stakeholders, existing subscribers to Egwurube's projects, and prospective investors, marking the first public presentation of both the CIGA framework and its accompanying case study to a wider audience.
